What if I Withdraw?

Students who complete zero credits, stop attending or officially withdraw from all of their classes on or after the first day of the quarter, may owe a repayment of the aid for which they were not eligible.  This policy applies to all federal and state financial aid except work study earnings.  The last date the student attended a class or officially withdrew is used to determine the amount of repayment.

Determining the Last Date of Attendance

The last date of attendance is the official withdrawal date. If the student did not officially withdraw, the last date of attendance is determined as follows:

  • If no instructors report a last day of attendance, it will be assumed that the student completed 50% of the quarter
  • If all of the instructors reported a last day of attendance, the latest date the student attended class will be used as the last date of attendance
  • If one or more but not all, instructors reported a last day of attendance, the latest date of attendance reported will be used if that date is past the 50% date of the quarter. If the latest date is not past the 50% date, the 50% date will be used as the last date of attendance.

Institutional Refund Policy

To receive a 100% refund of tuition and fees, students must withdraw prior to the first day of the quarter. When students officially withdraw from all of their classes during the 80%, 50% or 40% refund period, tuition and allowable fees are reduced by the amount of the institutional refund. Institutional refunds will be used to repay financial aid funds in the following order: 1) Unsubsidized Direct Loan, 2) Subsidized Direct Loan, 3) Pell Grant, 4) Federal Supplemental Opportunity Grant, 5) Washington College Grant, and 6) College Bound Scholarship.

Calculating the Repayment Amount

BBCC must calculate “Return to Title IV Funds” for all students who received Title IV funds (Pell, Direct Loans, FSEOG) and Military Tuition Assistance (TA) programs that did not complete the quarter. Under the federal government’s Return to Title IV regulations, students are considered to have “earned” their aid by attending over 60% of the posted quarter. The total repayment amount is determined by multiplying the “unearned percentage” by the amount of Title IV aid received. This will give the total amount of aid that must be returned. The Washington College Grant and College Bound Scholarship repayment calculations are separate and mandated by the State of Washington.

Who Must Repay Title IV Funds/State Financial Aid?

BBCC and the student share in the return of federal aid. To determine the school’s share of repayment the school multiplies the “unearned percentage” by the amount of the student’s tuition and fee charges for the quarter. This amount is compared to the total amount of Title IV funds to be returned. The school’s share of the repayment is the lesser of these two figures.

The student’s share of the repayment is determined by subtracting the school’s share from the total repayment amount. This result is multiplied by 50% to determine the amount the student is obligated to pay. The student’s share of state financial repayment is calculated using the state formula. Currently, the return of state funds is only required if a student does not participate in any coursework during a quarter.

Student May Owe a Balance to BBCC

If the school’s share is greater than the institutional refund charges to the student, the student will owe that amount to BBCC. Payments can be made to the Business Office.

The Financial Aid Office will notify students who owe a repayment in writing.

Military & Medical Exceptions

Active military personnel or reservists in any branch of the U.S. Armed Forces who withdraw because they are called to active duty during a quarter will be eligible for a 100% tuition refund for that quarter.  A copy of their military orders must be provided to the registrar.

All students required to withdraw during the first half of a quarter because of medical reasons will be eligible for a 100% tuition refund for the quarter. A doctor’s statement must be provided to the registrar.

If approved, students will be readmitted with the same academic status they had prior to withdrawal due to military or medical exceptions.

**Financial Aid and TA recipients are subject to the Financial Aid refund calculations. Based on the calculation, they will not have to repay any tuition but may need to repay federal or state aid.
